Job Summary:
The Office of the Assistant Secretary for Fossil Energy is seeking a motivated and highly-qualified candidate for an exciting full-time permanent position located in the Office of Planning and Engineering with the Deputy Assistant Secretary for Petroleum Reserves, in Washington, D.C. The Office of Planning and Engineering provides long-range planning for the Petroleum Reserve (PR) Program; develops and maintains top-level program requirements and specifications; develops program cost and schedule baselines; provides technical support to program budget formulation; conducts systems engineering studies and analyses; establishes Strategic Petroleum programmatic policy and requirements for Quality Assurance, Security, and Environment, Safety and Health; provides for the development and application of automatic data processing and communications systems; and provides tracking and analysis of petroleum industry activities regarding U.S. refinery trends and commercial pipeline operations. The position provides advice and guidance to PR Headquarters and Field elements in the planning, management and execution of engineering design and construction activities; develops and recommends procedures and guides to increase efficiency and effectiveness of engineering and construction activities at the PR storage sites; and for providing technical expertise in conceiving, planning and directing major complex studies and analyses involving PR systems criteria and requirements and systems integration.
